Valuation of Agricultural Properties for Property Assessment Purposes

Valuing agricultural properties presents a distinct set of challenges for valuers due to the diversity of property types, evolving market influences, and the cross-section of economic, legislative, and land use factors. This session provides insight into current valuation practices for agricultural lands in the context of property assessment and taxation. Participants will explore valuation approaches for various agricultural operations, including crop production, livestock, and greenhouse facilities. The webinar will cover the development of farmland valuations, market influences such as commodity trends and land sales activity, and the importance of effective sales investigations. It will also examine how legislative decisions related to farm preservation, taxation policies, and exemptions impact valuation outcomes. Additionally, attendees will consider broader issues such as urban sprawl, zoning changes, and development pressures, and how these forces shape land use patterns and value assessments.

Speakers

Peter Alexander

Deputy Assessor - Provincial Farms, BC Assessment

After graduating from the University of Victoria and working in Kyoto, Japan with Omron Electronics, Pete returned to Canada and began a career in property management before moving into appraisal and assessment. He completed the post-graduate Appraisal option in Urban Land Economics at UBC in 1997, joined BC Assessment, and earned his AACI designation in 2004. Peter has valued a broad range of property types including residential, multi-family, retail, office, industrial, and farm properties. He has served as Deputy Assessor for the Vancouver Island Region, Manager of Quality, Standards and Practices, and now leads BC Assessment’s Provincial Farm Team, overseeing the classification and assessment of farm properties across British Columbia.

 

 

Monika Czurak-Dainard

Farm Valuation Coordinator, Government of Manitoba

Monika Czurak-Dainard is a Farm Valuation Coordinator based in Winnipeg, Manitoba, Canada. She holds a Bachelor of Science in Agriculture and a Master of Science in Soil Science from the University of Manitoba, a Certificate in Real Property Assessment from the University of British Columbia and has over 20 years of experience in agricultural property assessment. Monika is an Accredited Assessor with the Association of Assessment Officers of Manitoba and specializes in the valuation of complex farm properties.

 

John Fenwick

Senior Appraiser, Municipal Property Assessment Corporation (MPAC)

John Fenwick, spent the early part of his career working in the prairie provinces doing environmental consulting, reclaiming oil lease well sites and doing ecological surveys. He made his switch from the private sector to government with (SAMA) Saskatchewan Assessment Management Agency, where he worked as an appraisal agrologist, valuing farmland and mapping soils. Later he earned a second degree in agriculture and a CAE credential with the IAAO. John currently lives in Ontario working with (MPAC) Municipal Property Assessment Corporation as a senior appraiser and market specialist. John presently works mostly with high level analytics, research and mapping using the R coding and QGIS systems.

 

 

Cheri Marchuk

Rural Assessment Coordinator, Saskatchewan Assessment Management Agency (SAMA)

Cheri is the Rural Assessment Coordinator at the Saskatchewan Assessment Management Agency (SAMA). She works in the Technical Standards and Policy Division, focusing on regulated agricultural models, policy development, and quality coordination of agricultural assessments across Saskatchewan. Cheri leads GIS initiatives at SAMA and brings 17 years of assessment industry experience. She possesses the Certified Assessment Evaluator (CAE) designation from the International Association of Assessing Officers (IAAO), a Certificate in Real Property Assessment from the University of British Columbia, and holds a doctorate with an emphasis on climate change, from the University of Saskatchewan.
